Vice President, OVPRMEA
As a development practitioner, I have entangled myself with genuine aspirations and unwavering hopes that Kolehiyo ng Lungsod ng Dasmarinas, despite being a relatively new institution of higher learning, will continuously thrive in the realm of research and extension in the years to come. I strongly believe in the vision and mission of its establishment for securing a sustainable future for the lives of the Dasmarinenos through inclusive research initiatives, empowering extension programs, and community-based development activities.
My commitment and dedication to discovery through research and development is imbued with passion to expand the research enterprise across disciplines and make KLD a leading research institution in the country. In support of this vision, we have restructured the research operational functions through the establishment of eight (8) research centers that are responsible for conducting research-driven activities related to culture, heritage, tourism, science, environment, climate change adaptation, public policy and social affairs, smart engineering, emerging technologies and innovations, and health security and population studies, lifelong learning and transformative teaching, global citizenship and engagements, and human relations and organizational development which are all anchored in 2030 Sustainable Development Goals Agenda.
It is an honor to serve as the Vice-President for Research and Linkages at KLD and to work with the leadership team, faculty, and staff who are committed to delivering insightful and creative solutions for advancing our institutional research mission. With the deep academic and cultural attachments KLD has in the City of Dasmarinas, we look forward to building partnerships with agencies to foster inclusion, equity, and diversity.

Driven by the “onward-forward” development principle of the City of Dasmariñas and the institution’s strategic direction which is “Building the foundation for the Dasmarineños”, KLD is mandated to advance the knowledge economy of the city through active research engagement. To achieve this mandate, KLD, through its Research Manual, enables educational stakeholders and clienteles to become guided with processes and standard procedures and to utilize available resources to sustain research excellence consistent with the national development policies, SDGs, and Ambisyon 2040.

Vision
The Kolehiyo ng Lungsod ng Dasmariñas OVPRMEA declares in its Vision statement that:
“A forerunner of research excellence that strategically contributes to the continuous improvement of the City of Dasmariñas towards the realization of its development thrusts and goals.”
Mission
The Kolehiyo ng Lungsod ng Dasmarinas OVPRMEA declares in its Mission statement that:
“Committed to promoting ethically-oriented practices and development-focused research learning systems through community-benefited outputs, institutional linkages, knowledge-sharing strategies, and participatory mechanisms driven by the onward-forward principle of the City of Dasmariñas.”
Goals
The Kolehiyo ng Lungsod ng Dasmariñas OVPRMEA aims to:
- Uphold the culture of excellence in research.
- Strengthen quality learning through increased engagement in research and innovation.
- Set the direction of research across all colleges, departments, offices, and programs.
- Improve the knowledge-sharing mechanisms of the LGU as the esteemed partner of KLD through the quality research outputs of the institution.
- Maintain academic integrity through consistent adherence to ethical standards and privacy policies when conducting study.
- Spearhead research and innovation programs and services beneficial to all stakeholders’ knowledge production mechanism and commitment to higher and advanced learning.
- Activate potentials of faculty members, staff, and students in research and innovation and utilize such potentials for attaining development thrusts and goals of the local community and the nation.
- Conduct high impact researches that help improve the service delivery and educational opportunities to all prospective beneficiaries or clienteles regardless of differences;
- Share competence and expertise in programs and disciplines offered by the institution.
- Allocate a commendable budget cut from the annual budget for the research activities of the institution.
- Provide basis for policy making and planning through data-driven and results-oriented approaches;
- Increase motivation of the faculty members, staff, and students in research and innovation through a competitive incentive system; and
- Recognize faculty members, staff, and students who have shown outstanding performance in research and innovation through incentives and awards.
Research and Development Department

The Research and Development Director spearheads and supervises the entire research process and policies of the College.
Responsibilities / Functions
- Initiate, coordinate, monitor, and evaluate the research activities of all academic units and departments from the college.
- Work with funding institutions in identifying the research and training priorities of the institution and the community it serves.
- Spearhead the implementation of activities stipulated in the strategic plan of the office.
- Lead in the development of research programs.
- Coordinate with the students, faculty, and staff as well as external agencies and/or entities the activities of the office.

Kenneth A. Cualbar
Concurrent Head, Student Research Unit
The Head of Student Research Unit is responsible for overseeing, promoting student research activities, and managing the academic-related and clinical-related research of the students in various institutes. This role involves providing guidance, mentorship, and resources to students engaged in research projects, fostering a collaborative research environment.t, and representing the unit at departmental and institutional levels. He/she also supervises the researchers of KLD through necessary support from the proposal to the finalization of the KLD outputs of the KLD Academic Community.

The Faculty Research Unit Head is responsible for providing leadership in strengthening faculty-led research of the institution. In addition to supervising the overall direction, evaluation and development of the research initiated by the faculty members, he/she also supervises collaborative research led by the faculty members in cooperation with other institutions, organizations, or agencies.

The Director for CKM manages, maintains, secures, and upgrades the knowledge repository of news, updates, data base, and information that can be effectively utilized in facilitating the systematic collection, assimilation, transformation, loading, interpretation, and analysis of data in developing future policies, initiatives, and strategies of the College.
Responsibilities / Functions
- Uphold the goals and objectives of the office.
- Safeguard the information and knowledge database of the institution through proper organization of various documents and knowledge-source materials.
- Spearhead the organization of knowledge-source materials for further purposes such as policy-making and strategic planning.
- Disseminate research findings through publications; and
- Coordinate to various offices for communication materials as sources of articles for promotional activities.
- Secure the repository of information resources on governance, development, and other topics pertaining to public affairs and the applied social sciences.
- Plan and manage the visibility presence of the college, from its activities, services, and achievements to the public and its stakeholders through thorough communication and promotion in diverse modalities and various social media platforms.
- Organize and maintain the recording and reporting of educational, research, outreach, and other college activities for administrative, policy-, decision-, and other purposes which would safeguard student, professor, and researcher discoveries for the benefit of KLD and the community.

The Mission, Linkages and External Relations Department (MLERD) is mandated to unceasingly build a strong connection and collaboration with other educational institutions, relevant government and non-government agencies, industries and other sectors of the society that can assist in accomplishing its task in accordance with the institutional agenda.
Responsibilities / Function
- Pursue academic excellence by sharing and learning from the expertise, experiences, and the best practices of people and professionals from the different parts of the globe;
- Expose both student and faculty members to the understanding of other cultures, communities, and languages to foster harmonious relationships in the pursuit of mutual and consequently global advancement through faculty and student exchange program;
- Expose students to the dimension of multicultural integration and adaptation while obtaining skills necessary for work-life through Student Internship Program in the Philippines(SIPP) Student Internship Abroad Program (SIAP); and
- Commit to building relationships that create resilient academic communities, independent societies, and a world where countries are prepared to work together to solve the issues that concern the majority.

The Director of the Center for Public Relations, Strategic Planning, and Communications is the strategic visionary and operational leader responsible for shaping and protecting the institution’s reputation. This role is pivotal in aligning internal and external communications, developing comprehensive strategic plans, and managing crisis communications. The director oversees a team dedicated to crafting compelling narratives, building strong relationships with key stakeholders, and leveraging media to advance the institution’s mission and goals.

The Elpidio F. Barzaga, Jr. Research Centers for Sustainable Governance Director spearheads and supervises the entire research process and policies of the college.
Responsibilities/Functions
Initiates, coordinates, and monitors the partnerships, extension activities, and development of research-oriented sustainable flagship programs/projects of the four research centers.
- Monitor research-based policy briefs and recommended ordinances of the research centers.
- Spearheads the implementation of activities stipulated in the strategic plan of the research centers.
- Looks for sponsorships and donors for the implementation, monitoring, and evaluation of the research-oriented sustainable projects or programs conducted by the institution.
- Works with the funding institutions in identifying research, extension, and training priorities of the research centers, the institution and the community it serves.
- Supports in recommending research and development programs and projects relative to the research thrusts of the KLD.
- Coordinates the office’s activities with the students, faculty, staff, and external agencies.
- Recommends awarding grants and incentives to faculty members whose sustainable research and extension outputs have been recognized by the conference council or professional organizations.
- Performs other related functions the Vice President for Research and Linkages may assign to him/her.
