We strive to promote transparency, accountability, and sustainability across our diverse departments in Administration, Physical Plant and Facilities Management, and Financial Management Services. Our administrative framework is designed to align with the KLD’s educational goals, fostering academic and administrative excellence and ensuring the holistic development and wellbeing of our academic community.
Goal:
- Enhance operational efficiency through the implementation of integrated technology solutions and process optimizations across all departments.
- Promote equity and inclusivity by developing and launching a comprehensive gender equality and diversity program, aiming to increase awareness and participation among faculty, staff, and students.
- Improve campus safety and resilience through enhanced training, policy revisions, and upgraded safety and security infrastructure.
- Expand health and wellness services, including both physical and mental health support.
- Increase budgetary efficiency by reducing operational costs while maintaining service quality through strategic procurement and resource management practices.
- Complete a campus-wide IT infrastructure upgrade, including an increase in Wi-Fi coverage and improvement in network speed.
- Implement a professional development program for administrative staff, aiming for maximum participation and improvement in staff skill competency metrics.
- Initiate and complete sustainable and eco-friendly projects on campus, such as solar panel installation or waste reduction programs.

Duties and Responsibilities
- Analyze and understand client requests.
- Identify project implications at the system and company organization level.
- Translate business needs into functional language with the assistance of functional analysts.
- Participate in developing the project procedures and schedule.
- Coordinate the work of the various project participants.
- Ensure the smooth conduct and quality of development.
- Ensure that development norms and standards are observed.
- Assist testing phases with the client.
- Write documentation.
- Train users on the new application implemented.
- Provide technical support.

CON MARVIN B. SERRANO
Head, System and Applications Development Unit
Duties and Responsibilities
- Working with both the wider Information Services and Development Team and IT
- Services to develop detailed requirements specifications for new systems.
- Working with users and departments to develop functional and user interface designs for new systems.
- Development of high-quality software applications to meet the requirements of the users and the agreed design
- Working with the wider Information Services and Development Team to develop and adhere to a common set of coding standards
- To complete risk assessments for new systems and services, changes to current systems and services, and other areas where necessary
- To develop test plans for all new systems and services and changes to current systems and services and other areas where necessary
- To undertake detailed testing for all new systems and services and changes to current systems and services and other areas where necessary before handover
- Working with users and departments to develop robust test cases to ensure that the developed applications meet the required quality criteria
- The development of comprehensive design plans and documentation for internal and third-party systems including integration and systems
interoperation, designs, and test plans. - Document, maintain, and support internally developed applications
- Ensuring that information security and data protection are at the forefront of all systems designs and are rigorously tested before delivery
- Working with the wider information services and development team in the administration and management of the schools’ MIS and third-party systems
- Provision of support for cyclic school processes such as administration,

KENNETH VINCENT C. SARROCA
Head, Information Technology
Information Technology Officer I provides technical support in managing ICT solutions and services for governance and education, in the implementation of programs and projects that meets strategic goals and objectives, and provide technical assistance to schools and learning centers in the integration of ICT in teaching-learning in accordance with set policies, standards, and methodologies for ICT development and use.
The Administrative Office
- Conducts data processing, monitoring and evaluation to ascertain specific output requirements.
- Assesses/ recommends feasibility and cost of using automation data processing systems and related application systems necessary in the implementation of agency’s programs and projects.
- Examines input data available, determine modification required as regards standardization and proper workflow sequences needed in the application systems.
- Conducts practical trials to verify suitability of systems and makes necessary modifications.
- Prepares systems documentation and operating/ procedural manuals; and
- Performs other functions as may be assigned.

Director, Center for Emergency Management, Security and Safety
The Center for Emergency Management, Safety and Security Unit Head is responsible for identifying, assessing, and managing the hazards, vulnerabilities and risks that may occur in the College. He identifies and implements cost-effective risk reduction measures and or strategies, disseminates information and raises public awareness about those hazards, vulnerabilities, and risks.
The Administrative Office
- Ensures the day-to-day operation of the Center for Emergency Management, Safety, and Security Office.
- Plans, executes, and evaluates CEMMS-related programs and activities
- Promotes the work safety practices and the culture of resilience in the college.
- Organizes and conducts training, orientation, and knowledge management activities on Emergency Management, Safety and Security.
- Disseminates information and raises institutional awareness about those hazards, vulnerabilities and risks, their nature, effects, early warning signs and counter-measures.
- Establishes linkage and or network with the City’s DRRMO and emergency response.
